Finanstilsynet’s annual report for 2025

The annual report presents key tasks and initiatives carried out by Finanstilsynet in 2025. Finanstilsynet largely carried out its tasks in line with the mandate in the Ministry of Finance's letter of allocation and the adopted strategy.
The six chapters in the annual report describe the various aspects of our activities and responsibilities. In Chapter I, Per Mathis Kongsrud, Director General, provides an overview of supervisory activity in 2025 and Finanstilsynet's social mission, which is to promote financial stability and well-functioning markets.
Chapter II, 'Introduction and main figures' presents Finanstilsynet's strategy and management and key figures relating to the organisation, equality, inclusion and diversity, communication and collaboration.
In Chapter III, 'The year's activities and results', Finanstilsynet reports, in line with its strategic goals and governance indicators, on supervisory tasks planned and carried out in 2025.
Chapter IV, 'Management and control of Finanstilsynet's operations' discusses key tasks and projects, such as the matters considered by the Board of Directors, the new Financial Supervision Act that entered into force on 1 April last year and Finanstilsynet's digitalisation and simplification projects. The chapter also accounts for internal control and security.
Chapter V, 'Assessment of future prospects' addresses the risks of instability in international financial markets, competitiveness and the regulatory framework for the financial industry, digital vulnerability and preparedness, the fight against financial crime and climate risk and sustainability. The chapter also refers to Finanstilsynet's aim to be a relevant and effective supervisory authority, and that we conduct risk-based supervision and prioritise the measures and policy instruments that have the greatest effect.
Chapter VI shows Finanstilsynet's annual accounts, which are audited by the Office of the Auditor General. Finanstilsynet prepares its accounts on an accrual basis and in accordance with the Central Government Accounting Standards (CGAS).
In February, Finanstilsynet published brief reports on its supervisory activities in 2025 in the various supervised sectors.
